State defense training must tackle asymmetric warfare and new style of colonization launched by foreign parties

On Tuesday, July 18-24, 2017, the Ministry of Defense in cooperation with the Ministry of Research, Technology and Higher Education (Kemenristekdikti) conducted a state defense training held at the Defense Ministry's State Defense and Training Center in Rumpin, Bogor District, West Java.


Taking the theme "Through State Defending Young Cadres We Realize Gold Generation Toward a Golden Indonesia 2045," the Ministry of Defense's initiative has deserved the highest appreciation. But in relation to the program it is important to underline the keywords of the idea underlying the ministry's event: The Importance of Maintaining Awareness of State Defense.
 
The truth is that the definition of state defence has two meanings. Firstly in a physical sense which is directly implemented by TNI and Polri to maintain state security. Secondly, state defence in its non-physical sense is to counteract the invisible threats in such sectors as ideological, political-economic, socio-cultural and defense-security that is seen potentially dangerous to the state.
 
Therefore, the training was reportedly attended by about 10031 Papuan students. Besides quite spectacular, at the same time the training should produce strategic points. In general, of course, this training is intended to make the students as the forerunner of Indonesia's national leadership cadres in the future, in order to meet the upcoming Indonesia 2045 and should be in harmony with the national interest.
 
On this stand, the training taking place in Rumpin, Bogor regency, West Java, should be in national schemes and strategies to deal with what I often call on various occasions, Asymmetrical War and new scheme of colonization.
 
Thus, the state defense training organized by the Ministry of Defence should emphasize its training projection not only to deal with physical threats, such as outside attack in the form of military aggression and terrorism as a form of transnational crimes, but must be more focused on facing asymmetrical attack (launched through means of  ideological, political-economic, socio-cultural and defense-security (IPOLEKSOSBUDHANKAM).
 
Asymmetric war, the real evidence of non physical and invisible threats in our country
 
To further recognize the non-physical dimension of the national threats, let me elaborate more some important aspects of my book co-wrtiiten with M Arief Pranoto, Asymmetric War and theNew Style of Colonization.
 
Since the end of World War II and the start of the Cold War between the United States and Western Europe versus the Soviet Union and People's Republic of China, there was a new style of colonization that seems to have failed to be recognized and anticipated by our national elites at the time. Namely the emergence of Neo-Colonialism as a description of the new style of colonialism through the infiltration and penetration of multinational corporations and foreign capital to target countries.
 
Undoubtedly the imperialist-capitalist countries must then create a new war Style as well to serve the new style of colonialism. Given the characteristics and character of the Neo-Colonialism as an indirect, invisible and non-violent invasion without the involvement of military means, the emergence of a new style of war model is also a necessity in support of the new style of colonialism.
 
In various studies and analyzes developed since 2010, we termed the new style war as asymmetric warfare
 
As we pointed out in the previous chapter, Since the end of World War II marked with the rise of independent states in developing countries in the late 1980s and early 1990s, presumably the capitalist-imperialist countries began bringing new attitudes and thoughts to reduce the use of military power to meet their desires and passions of imperialism and expansionism. The new reality required them to develop new strategies, concepts and doctrines as well.
 
Therefore, the State Defense training should be held within the frame of tackling the asymmetric warfare and the new style colonialism scheme launched by both the US and western blocs and China.
 
Interestingly, the conception of tackling the asymmetric warfare and the new style colonialism scheme as explained in our book is in harmony and in parallel with the conception of thoughts and views of General Ryamizard Ryacudu who has now served as Indonesia's Minister of Defense.
 
Minister Ryamizard Ryacudu referred to this as the today's war or modern war. Regarding his view of the non-military war let us consider the full description of Ryamizard:
 
"The facts require the grand strategies of a state having an imperialist appetite done without deploying troops and armaments. This is what is called today's war or "modern war" where the war is more devastating than conventional warfare by mobilizing armaments (alutsita), because the targeted state will be systemically destroyed which in the end it could not exist as a nation state, as that happened to the Union Soviet and Balkan countries ".
 
This kind of war scenario, according to Ryamizard, can be done without spending big money. The war scenario is waged by forcing the elites of a nation to be dazzled and influenced by outside ideology, which eventually leads to a nation divided and fragmented into three parameters namely;
 
Firstly: the majority of the people are made not knowing what is really happening, this happened to the common people;
 
Secondly: some people know but do not realize that this nation is in a trap, this happened to the intellectuals.
 
Thirdly: some people know and realize what is really happening, but due to greed they are willing to betray their country by working as foreign agents or compradors.
 
Clearly, modern war or today's war in the Ryamizard's line of thought and view is a non-military war launched by developed / foreign countries to destroy a particular country through such fields as ideological, political-economic, socio-cultural and defense-security (IPOLEKSOSBUDHANKAM).
 
In other words, this war is a form of control from global coalition countries driven by one of the powerful countries against other countries that do not accommodate the interests of the coalition countries or the ones endanger the interests of the coalition countries.

Through Ryamizard's conceptual framework there are at least two important points.
 
Firstly, this kind of non-military war is waged by the super powers against the relatively weaker developing countries. Secondly, the extent of this kind of non military war is no longer merely in the military sphere as a major force.
 
In the era of global liberalism as it is today, the government is no longer the most decisive actor in its foreign policy and international political arena. Even the current global trend shows that the government power has shifted to non-state forces such as multinational corporations where their non-military resources, both human and financial resources are abundant and unlimited.
 
As a result, the war actors involved are widening indefinitely, be they states, non-states, international organizations, corporations, non-government organizations, mass media, and even individuals.
 
Thus the present-day warfare in which the military becomes the main and decisive force has developed into wars of another form in which non-military forces or anyone littered fully with ability can be the main and decisive actors, in the different battlefield and war has become an instrument with extraordinary power in the hands of the warring parties wishing to control the world, especially the archipelago.
 
Solution to deal with asymmetric warfare as a non-military war
 
How to explain the non-military war as we see is more dangerous than conventional wars that merely involve the military as the main and decisive force?
 
For that reason, it quite reasonable to refer to the Ryamizard Ryacudu's statement. To get a clear picture of how dangerous modern war or today's war, it can be recognized through the goals of Modern War itself.
 
The aim of the modern war, according to Ryamizard, is to eliminate the ability of the targeted country to not become a potential threat; to weaken the ability of the target country to become more dependent and more easily suppressed; to totally take control of the target country.
 
The stages are as follows:
 
Stage I = Infiltration.
Infiltration through the fields of intelligence, military, education, economy, ideology, politics, social culture / culture and religion, aid, cooperation in all fields and media / Information.
 
Stage II = Exploitation
To exploit by weakening and mastering the fields of intelligence, armed forces, economics, politics, culture and ideology where all this is the center of the strength of a country.
 
Stage III = Opposing one side against the other
Undertaking  a "sheep fighting" strategy of opposing one side against the other. This is to cause chaos / violence, horizontal conflict (SARA), and the next aim is to arise the desire of certain parties to separate themselves from the Unitary State of Republic of Indonesia or separatism begins with the escalation of rebellion leading to conflicts between the children of the nation / civil war.
 
Stage IV = Brainwashing
 
At the brainwashing stage, they influence the paradigm of people's thinking, that is to change the paradigm of thinking in the national frame (nationalism) into a universal perspective with the virtues of global issues such as democratization, human rights and environment by immersing in daily life.
 
Stage V = Invasion / Goal Achievement
 
When the nationality of a target country is destroyed and the national identity is lost, then practically the target country could in other words be mastered and colonized in various aspects of life. Next just to form a puppet state represented by foreign compradors.

The views of Ryamizard Ryacudu and Suryanto Suryokusumo et al have inspired us to come to a new awareness. That there has been a new style of war long planned and plotted by the imperialist-capitalist countries as a major supporting tool for the launch of the new style colonialism scheme and the neo-colonialist strategy in developing countries, including Indonesia.
 
Therefore, we strive to further refine the conception of Modern War or today's war expressed by Ryamizard Ryacudu as well as his counterparts in the TNI. For that reason, in the subsequent descriptions of our book Asymmetric War and the New Style Colonization Scheme, we aim to put forward a conception that may be more detailed about asymmetrical warfare in its characteristic, form, pattern and source.
 
However, to describe it, we will explain in our next series of writings. But related to the main topic of our writing mentioned above, only one thing we try to suggest. That the State Defense training followed by more that a thousand students from eight districts or cities such as (Jayapura, Biak, Wamena Merauke, and West Papua such as Manokwari, Sorong, Kaimana and Fakfak) must focus on tackling the national threats both both physically and non- physically. Moreover if the training ignored the importance of dealing with asymmetric warfare or non-military warfare as a description of the New Style Colonialism scheme launched by Foreigners since the end of World War II and the start of the Cold War.
 
More ironically, when the State Defense training was only focused on counteracting physical threats, whereas Minister Ryamizard Ryacudu was intensively paying attention to the dangers of asymmetrical warfare through non-military facilities to conquer the target country which is in the mind of Ryacudu is our beloved country, Indonesia.

Japanese Militarism : Japan, Between Love And Resentment

A book entitled Japanese Militarism and Its War Crimes in Asia Pacific Region (Hendrajit, ed) was recently sent to me, by the publisher, The Global Future Institute. No doubt, this book made me re-think and recollect my trip to Japan in 1996. At that time, I was warmly received by Japanese families who became my host, invited to travel to various places, and bought souvenirs. The psycological effect of my short visit is that it is hard to imagine that the Japanese people were cruel ones, perpetrators of the massacre of our ancestors, raping Indonesian girls, making them as prostitutes and enslaving our grandfathers to work on various projects.
